On 26 March 2019 Members of the European Parliament (MEPs) voted in favour of scrapping seasonal time changes by a margin of 410 to 192. That was due to take effect this year, however, the implementation has been stalled because of disagreements at state level on whether to remain in summer or wintertime, or to keep the current system.
The 2019 Agreement does not yet have legal effect, so, the EU has to keep the old system

Therefore, on Sunday, 31 October 2021 when local time is about to reach 04:00:00 clocks are turned backward one hour to 03:00:00.
Consequently, sunrise and sunset will be about an hour earlier on 31 Oct 2021 than the day before.
